Insight for Implementation: Supporting Public Sector Procurement Transformation
With a new procurement act due to come into force, the agency needed to understand how the changes would impact government buyers and suppliers. The goal was to inform implementation strategy, improve readiness, and ensure the right support mechanisms were in place. TXPโs User Centred Design team was engaged to deliver a comprehensive user research programme.
The Client
A large UK government agency supporting departments, public bodies, and the third sector in achieving best value when procuring products and services. The agency plays a key role in shaping procurement strategy and policy across government.
The Challenge
- The agency required independent user research to assess the impact of upcoming legislation.
- Insights were needed to shape implementation strategy and support user preparedness.
- The research had to cover both buyers and suppliers across government and the third sector.
- A clear understanding of user needs, behaviours, and learning preferences was essential.
The Solution
TXP applied an agile methodology to deliver the research. We began by assessing existing knowledge and preferences for coaching and knowledge-sharing. User interviews and stakeholder consultations were conducted to build detailed personas and gather qualitative insights.
A white paper was produced, summarising findings and providing actionable recommendations. TXP also reviewed existing materials and proposed strategies for future engagement and collaboration with the Cabinet Office.
The Benefits
- A clear picture of buyer and supplier readiness for the new procurement act.
- Defined engagement strategies tailored to different user personas.
- Improved understanding of current learning behaviours and material effectiveness.
- A strategy for delivering targeted knowledge drops and support.
- Strengthened collaboration with the Cabinet Office for future material delivery.
- Cost savings through more effective content planning and delivery.
- Enhanced user insight and preparedness for legislative change.
