Migrating a leading multi-line insurer’s legacy Gen application to COBOL
The client wanted to reduce the cost and operational risk associated with its commission calculation and disbursement platform, which was built in CA Gen—a legacy technology with limited in-house support.
The decision was made to migrate the application to COBOL, requiring a partner with deep CA Gen expertise, strong change management capabilities, and the ability to deliver across multiple geographies within a tight 12-month window. TXP was selected to lead the migration.
The Client
Our client is part of a global multi-line insurer operating in over 215 countries and territories. With approximately 55,000 employees, the client provides a wide range of property, casualty, and life insurance products and services.
The Challenge
- The existing CA Gen platform was costly to maintain and posed operational risks due to limited internal expertise.
- Business knowledge had been lost over time due to outsourcing, making it difficult to fully understand the application.
- The migration needed to span multiple geographies and deliver functionally equivalent, maintainable COBOL code.

The Solution
TXP began with a discovery phase using automated analysis tools to extract detailed insights from the CA Gen models. This helped the client understand the scope, complexity, and potential risks of the migration. A proof of concept was then delivered on a small portion of the application to validate the approach.
The full migration was executed in two phases using customised code generators tailored to the client’s requirements. Post-migration, TXP applied a ‘post-processing’ approach to refine the code and ensure it was optimised for maintainability and performance.
